China proposes the first Visual Health-related Standard to IEC

The National Key R&D Program Strategic Advanced Electronic Materials Special Project “New Display Visual Health Research” is the first science research field in China that integrates eye science research, video technology research, terminal product research, subjective and objective evaluation method research, and standard development, with the theme of "new display technology" and "visual health". The project involves the study of the relationship between display performance and visual health, and the display of visual health assessment methods, including intuitive and projection display terminals, virtual imaging devices and other product types. The project is led by Southeast University, and the participating units include universities, research institutes, medical institutions, display and display terminal enterprises, and standardized scientific research institutions.


In response to the new cross-disciplinary and cross-industry complex research issues of visual health, the project participants have formed a multi-faceted cooperation and results sharing mechanism. In the past year, the project has achieved certain research results.


On May 17, 2017, the 41st Standards Strategy Group (AGS) meeting of IEC/TC100 was held in Singapore. The participants of Project I, the China Electronics Technology Standardization Research Institute, and the participants of Project 3, the experts of BOE Technology Group Co., Ltd. collaborated at the conference with a report titled "Measuring Methods of Blue-light Reduced Visual Display Terminal." Dr. Zhang Zhigang from BOE introduced the potential hazards of blue-light radiation and the need to measure the blue-light characteristics of video display terminals, and proposed the contents of the relevant standards.


Dr. Zhang Zhigang’s speech sparked a heated discussion among experts from various countries. At TEC/TC100, this is the first time that a standard proposal related to visual health has been proposed. Relying on the technical accumulation of relevant units in the process of “New Display Visual Health Research” project, Dr. Zhang Zhigang from BOE and Dr. Zhao Xiaoyu from China Electronics Standardization Institute answered the doubts of experts from various countries, from the existing research results of physiology, product status, market demand and the standardization objects and contents of this standard proposal. After more than an hour of discussion, China’s standard proposal was finally supported by AGS. According to the AGS meeting resolution, the IEC China National Committee will complete the relevant text as soon as possible and submit a proposal for a new project (NP) proposal before the next AGS meeting.


This standard issue is the first standard issue related to visual health in IEC/TC100. The recognition of this topic by AGS experts will lay a good foundation for the successful follow-up work of the NP standard proposal proposed by China. In the follow-up work of the standard proposal, Dr. Zhang Zhigang and Dr. Zhao Xiaoyu from the “New Display Visual Health Research” project project 1 and project project 3 will act as co-conveners to promote the standard proposal.


Visual health issues have become increasingly prominent as the range of applications for video display terminals continues to grow, especially in recent years, as consumers' attention to “health” and “comfort” continues to increase, the urgency of relevant testing and evaluation criteria has received extensive attention. The four topics of the “New Display Visual Health Research” project are relatively independent and interconnected. Through the development of research projects, the participating units of each project exchange and cooperate on the project platform. The proposal of this standard proposal is an example of complementarity between the participating units of different topics. In the process of forming, submitting and reporting standard issues, the two units have cooperated and actively communicated and completed a leading position in the field of visual health in China. It is of great significance to improve the quality and influence of China's standard proposals.
