The “New Display Visual Health Research” project is the first batch of the 13th Five-Year Key Project of Strategic Advanced Electronic Materials of the Ministry of Science and Technology. The total project funding is 15 million yuan, and the full amount is allocated. The project is jointly undertaken by Southeast University in conjunction with Beijing Institute of Technology, China National Institute of Standardization, Wuhan Huaxing Optoelectronic Technology Co., Ltd. and other 11 units. Director Shi Dongmei introduced the basic situation of the key special projects, the 2016 project deployment situation, the key special management plan and the management process, pointed out the common problems in the national science and technology plan and project implementation process, and put forward the guiding requirements for the project implementation and management. Professor Wang Baoping, the project leader, introduced the overall situation of the project, including research content, expected goals, project setting and relationship, schedule and key indicators. From the aspects of organizational framework, management model, basic system, safeguard measures, financial management, and results management,Prof. Wang also introduced the project organization management method, put forward specific requirements for the project leader and participating units, clarified the responsibilities and requirements of the project consulting expert group.
Subsequently, the person in charge of each project reported on the implementation plan of the project and further clarified the tasks and objectives of the project. In the expert discussion session, experts unanimously affirmed the significance of project research for promoting new information display technology and industrial development and safeguarding human visual health. At the same time, it also pointed out the areas that need improvement in the project implementation plan, the difficulties that may be faced and the needs. Concerned about the issue, positive suggestions were made for the government's policies, standards and supervision in related fields.

The emergence of new display technologies has enriched the form and content of human visual perception and promoted the rapid development of the information society. At the same time, visual health problems caused by the widespread use of various types of display devices and the excessive dependence on information devices have become increasingly prominent. 85% of human information is obtained visually. With the development of information electronic technology, information display has become the main medium for human-computer interaction and human-to-human communication. According to the 2015 Optical Health Survey of the Optical Industry Trade Organization's "Visual Committee", about 10% of the population in the United States is looking at the display screen for 3/4 of the working hours; about 60% of the population use digital products for more than 5 hours a day; 65% of the population showed varying degrees of "digital fatigue" symptoms. Short-term visual fatigue may reduce work efficiency and cause visual hazards in the long run. China faces a more serious visual health crisis than Western countries. According to the National Health Vision Report released by the China Center for Health Development Research of Peking University in 2015, the total number of patients with myopia in China over the age of 5 in 2012 was around 450 million. It is conservatively estimated that the social and economic costs caused by various visual impairments in 2012 will reach 560 billion yuan, accounting for about 1.1% of GDP. Without effective policy intervention, by 2020, the number of myopia patients in China over the age of 5 will reach 700 million. The labor force that meets the requirements of vision in aerospace, precision manufacturing, military and other fields will face a huge gap, directly threatening China's economic and social sustainable development and national security. The project research will provide a complete display visual health evaluation standard system and intelligent evaluation platform for enterprises and users from the perspective of visual health, supervise and guide enterprises to design and improve display devices from the perspective of visual health, and jointly visual health of display devices. We will work hard to reduce the harm of the monitor to human vision, ensure the visual health of the people, and improve the health of the people. At the same time, the information display industry has become the core pillar industry of global economic development. In 2014, the global flat panel display industry's total output value has exceeded 150 billion US dollars, becoming the fourth largest industry after oil, steel and chemical industry. Affected by the economic crisis, international leading enterprises have slowed down production capacity investment, and China has strengthened investment and construction. Flat panel display has become the first industry in China's information electronics field to achieve "manufacturing power". In the next 10 years, China's information display industry will become the world's number one opportunity period. Although China has become the world's largest manufacturer and consumer of information display terminals, it shows that there is a lack of visual health evaluation standards and intelligent evaluation platforms, and the original motivation for innovation and sustainable development is insufficient. The project will study the effects and mechanisms of different display modes and device attributes on visual health and cognitive performance, and establish a display quality parameter system and evaluation method; the project will develop universal optoelectronics for intuitive, projection and virtual imaging display devices. Characteristic test system, build a new display visual health evaluation system and intelligent test evaluation platform; the project will train a group of innovative and entrepreneurial talents specialized in visual health and display evaluation, and create a group of leading companies with international influence, forming each The unique information shows the R&D and innovation base; the project will use the advanced standards to force the “Made in China” upgrade, supervise and guide the enterprise to design and improve the display device from the perspective of visual health, lead the healthy development of the display industry, enhance the international competitiveness, and guarantee National interest.
